It's not about them not complying with a warrant. It's about them keeping access to a safe that they don't own, and don't have any right to the contents.
If they manage to stay in business, that will change. No reason to have a burned in code that cannot be reset.
If the owner wants to open the safe or not, that's on him. They will get in and destroy the safe or get in the easy way.
And there it is. However, instead of erasing permanent codes, there should not be permanent codes.

It's about them:
*Failing to INFORM their customers that they keep in their posession a master code to every safe they sell,
and
*Giving that master code to ANYBODY other than the bona fide owner.
They're in for:
*Lawsuits from safe owners
*Crippling loss of business
