GHWB once headed that alphabet agency and was a profound globalist.
I know Clinton was a disaster.
BUT, based on what we know now, was he the LESSER of two evils?

That's a good question. I don't have a source for this, but I remember Gorbachev being quoted as saying once that GHWB was the most dangerous man on earth. So, maybe....
