They didn't sound the sirens because they were afraid people would think it was a tsunami and head higher into the hills TOWARDS the fire?

That is the dumbest excuse, the dumbest bit of reasoning I have ever heard, and the people who came up with it must all be fired as incompetent morons.

If people were alerted by sirens and saw or smelled smoke, they would KNOW the sirens were warning about a fire, not a tsunami.

Warning sirens would have enabled many to escape the fires in time and saved many lives.
