Why do you have this think against abrupt change?
In my experience it works better. People hate change and doing it a little at a time is like docking a dogs tail a little at a time.
One big change is usually always better than 10 small ones that add up to the same thing in the end.
Plus he only has 4 years to correct that eff ups of the last 50 years as much as possible. Time is of the essence.
