Did some more research and found nothing about this except a couple of sketchy news sites.

My company has crews working on Kwajalein so I will inquire about this tomorrow

I have a call into the office about Kwajalein and haven't heard anything yet.

I can't find any official announcement and have seen this attributed to ICAO (icao.int/pages/default.aspx) which has nothing about it on their website. ICAO uses the Defense Internet NOTAM Service (DINS) which is a service of the FAA (notams.faa.gov/dinsQueryWeb/)

The only other potential sauce I can find is a couple sketchy news sites.

I think this is fake.
