One of the most important qualifications for any detective is that he be a good conspiracy theorist.
He starts his job by theorizing who could have worked together to do something and how. If he can't do this well, he is useless.
@Tashakitkat -- just an observation: about two-thirds through the clip, the Senator speaking seems to freeze for a moment, and then the man in the red tie sitting next to him briefly shakes his arm to help him start speaking again.
